How to Lose the Black Vote 101

Alphonso R. Jackson, Shrub's secretary of housing and urban development, said of
New Orleans "it's not going to be as black as it was for a long time, if ever again."
Where will all of the African Americans who were displaced by Katrina go, if not back to their homes in New Orleans? I guess the south is looking to take back what they "lost" during the Civil War. Was that what Bush meant when he stood in Jackson Square and said, "The City Will Rise Again?"
