Personally, I find neither "crack-head, drunk, meth fiends" nor "snotty rich kid(s)" have interesting stories. A few episodes of Law and Order and you've heard them all.
Sharyn McCrumb writes interesting stories. Agatha Christie used to. Before Christie, there was F. Marion Crawford. All their stories are good reads the first time, and good reads again later on.
Just my two cents.
